[NCUC-DISCUSS] CORRECTION - ICANN63 Travel Slots announcement

Dear Wisdom,
As explained in the email, the announcement was not "changed by someone" -
what happened is that the list was sent without the votes of the full EC
and our bylaws mandate that in such deliberations all representatives have
to weigh in. Secondly, it would not be fair to just allocate a CROP without
a proper call and announcement on the list - this would be the real lack of
transparency.
The initial list had three names: Shahul and Benjamin as NCUC funded
travelers and Dina as the CROP receiver, but having in mind the
justification of our statement and also according to item 6 in NCUC's
Travel Policy <https://www.ncuc.org/get-involved/travel-policy/> Benjamin
would not be able to receive the funds given that he was one of NCUC's
funded travelers for the Panamá meeting (even despite the fact that he was
not able to attend the meeting for personal reasons). Hence the funded
travelers list now has two names - Shahul and Dina.
As per your corruption and lack of transparency accusations, all EC
deliberation was made in our list, feel free to take a look. Despite all
that, NCUC EC welcomes your input and if in your opinion there is any point
left without explanation, we would love sort that out.
