[NCUC-DISCUSS] NCUC Fellow to the IGF 2018

The timing of this announcement is discriminatory. It should be clear that
Africans and others in some regions will not be able to apply given the
nature of visa requirements.  If the Executive intended to make a
fellowship available to Europeans and a few other countries then the
geography of applications should be made clear. Please do not announce it
as if it is open to all.
