[NCUC-DISCUSS] submission of IGF Workshops

I'd be happy to help develop something. Building on the success of the
recent RightsCon session, I'd suggest multistakeholderism would be an
interesting avenue to focus on, particularly since the IGF has its own
multistakeholder process, with its own challenges.
