[NCUC-DISCUSS] ICANN's interim Whois proposal

I suspect that what will happen is GAC will endorse some group to negotiate on their behalf with staff, who will try to pull something together that can be endorsed by some inter-governmental agency. Eg PSWG will negotiate with staff, and INTERPOL will endorse the interim procedure, and will then push to have it accepted as the status quo once community is in a position to make it policy.
