It's basically the same as a PhD. :)

I'm not involved in organizing this course, so I can't exactly speak
to the intention of it, but I've carried out dozens of these types of
trainings as part of my previous work, and we always gave out
certificates at the end. I guess it might seem a bit silly, but if
people show up and commit themselves to learning something new, it's
nice to give them something tangible for their efforts. Certainly -
the participants I've worked with always appreciated it.

Also, there can actually be professional value to having something
like that - maybe not as much in North America, but certainly in my
experience it can be useful in Southeast Asia, parts of the Middle
East, parts of Africa, etc. It's not like a university degree, but
certainly something one might put on their resume if they were
applying to a human rights NGO or something.
