[NCUC-DISCUSS] French version of the Onboarding material

Hello,

Thank you Farell, Muriel, Yazid and all the people who contributed to this
beautiful work.
I think this initiative is going in the right direction because it will
allow members who speak only French to be at the same level of information
for more active participation in the community.
