[NCUC-DISCUSS] Update: NCUC Buddy/Mentor Pilot Program

HI All

Last year they launched at ICANN  the  * Document Development Program*

They produced some primers and not sure how many participated or the end
results.  Rob Hoggarth was the staff person for this pilot with the aim of
helping people create policies.
