[NCUC-DISCUSS] NCUC website management budget - please comment until 6sept

Hi Niels,

one reason, we don't have control there, only ICANN staff can do the
administration etc .
my understanding that the fund is for expanding the space in VM used for
hosting NCUC website etc.
