Here s the list of requirements, https://www.icann.org/development-and-public-responsibility/nextgen . As far as I know, this program is usually for the people from the event region (check the ICANN regions which are a little different from what we would assume ). There s nonetheless a possibility for 'NEXTGEN Ambassadors' who can be from outside that region. If you would like me to ask for further details from Deborah, the person in charge of the  program, I could do that as well.
