So I did have the same thought process and did something similar w/ a
small group in Marrakesh.

BRZ telcos and their regulator can also be a bit of a challenge most
of the times but in some things they are very interested to show and
others it is very good to question them about.

The difference I think you'll find w/ more restrictive regulators and
telcos is that they will only answer if an informal conversation is
the setting

I remember learning from the Marrakesh group that the Skype blocking
was a technical+business blunder, something they were actually trying
to find out how to get around its origin and persistance. Once you
start blocking things, it gets pretty difficult to make the way back.

Lessons i took

It was good that this was an informal conversation - around the gala and after

Marrakesh was much nearer Spain than I thought and Europe in general,
took just a few minutes to realize they Sub Saharan Africa dialogue
was little to none. Training and references were a big hint here. So
if you sometimes you expect to get a certain regional perspective, you
may be surprised in getting another completely different.

I had not started doing outreach then so dialogue on exchanges w/
ICANN was limited to building a contact network (mostly thinking of
fellows) where people can be supported to learn about policy in
multiple spaces. This is still important, worked and goes on.
