[NCUC-DISCUSS] Fwd: Wi-Fi Access at GCCS Venue [and Website access]

Was just trying to access https://gccs2017.in
But it is not accessible. Not sure if that is down for all for some some selected geographies.
Can we classify this as an "open Internet" issues for the website is not open for all.. ??

 Also the goal of GCCS as it says is "The goal of GCCS 2017 is to promote an inclusive Cyber Space with focus on policies and frameworks for exclusivity..."

This is a Bad Thing. The irony seems to be lost on the Indian government, which pays lip service to multistakeholder governance and open internet while at the same time adopting heavily regulated and sovereigntist policies. Or maybe i am alarming myself too much?


 

Subject: Wi-Fi Access at GCCS Venue 

Dear Mr. Arsene Tungali, This is with reference to your GCCS 2017 participation. We have partnered with leading Telecom service providers in India to provide a free Wi-Fi service to interested participants at GCCS venue. The Government of India regulation requires that the passport number and the copy of the passport of the user be collected to provide Wi-Fi service in public places.

To expedite this process we have provided a facility in your GCCS account to upload a scanned copy of your passport along with necessary passport details. If you wish to avail the free Wi-Fi facility at the GCCS venue, it is requested that you upload a scanned copy of your passport showing the photograph, address and passport number in ‘Registration Details’ section of your GCCS account.

Foreign nationals who have not uploaded their passport details would need to carry the passport to the venue if they wish to avail the Wi-Fi facility.
