[NCUC-DISCUSS] RightsCon 2018 - NCUC proposal

I was gong to echo precisely what Glenn just said. 

Commissioner Cavoukian was one of the voices shaping the concept of Privacy by Design, which I’m not sure is a concept that has been fully and sufficiently discussed with software engineers before it was picked as one of GDPR’s main conceptual aim.
