[NCUC-DISCUSS] [Annoucement] Comment drafters mailing list for beginners in Public Comments

This is a great initiative, given that that Policy Committee is responsible
for reviewing/approving the drafts, It would be a good thing to maybe
schedule a call with them in order to know what do they often want in a PC
and whether or not ncuc should come up with a PC template.
