[NCUC-DISCUSS] Middle East and Adjoining Countries Group at NCUC

Avri, I believe Farzaneh corrected the mistake and added Israel as a full participant to the regional ncuc group. I don't think they should be considered as observers but participants.

I want to commend this initiative and call on other regions to organize. Our Africa rep has initiated this for the region and we hope we strenghen it in Johanesbourg as we will likely have so many African members.
