[NCUC-DISCUSS] Intersessional meeting

I think we should hold the intersessional every other year. While I 
appreciate the ability to spend time in casual conversation with people 
we are normally battling in policy issues (the Non-Contracted parties 
are often on opposite sides of free expression, privacy, intellectual 
property and fair use issues, as you could expect), Farzi is right. 
These meetings take  A LOT of time to plan and then to attend.

They also have dangers. If we are unprepared, requests seems to slip in 
from other groups that we then spend months trying to push back.

May I suggest every other year?
