Dear Norbert

Sorry to hear - you've decided to withdraw, though I know that it has been very difficult for you to
find resources to attend the physical meetings lately.

Thank you for all you have done for the NCUC over the years, for .Kh, Khmer Unicode script and
organising the first Internet link in Phnom Penn!

I vividly remember meeting you at that very same he NCDNHC meeting at the University in Santiago de Chile - second floor.
At the time, Esther Dyson, the Chair of ICANN board, sat with us at the table and discussed all issues openly.
It was a real collegial working atmosphere meeting, though in the corridors,
there was a lot of push back against the formation of the Individual Domain Name Owners Constituency, as part of the DNSO.
