I've started a draft of an NCUC submission to WSIS

Deadline is 30 Jan

Everyone going to WSIS is "to cover their own expenses for travel,
accommodation and insurance"

So we are unsure who'll be there but we have tried this before and made it work

So please make your suggestions directly on the doc
