[NCUC-DISCUSS] Questions on ncuc bylaws

By-laws are the rules by which we conduct our affairs. Hence yes I agree.
however it must be carefully drafted to avoid ambiguity. Re the syncing -
that can be achieved thru joint WG (NCUC and NCSG) so that amendments are
discussed and  happen concurrently.
