[NCUC-DISCUSS] Berkman Center to review the proposal to NTIA

Box ticked, standard KYA process, supportive independent evaluation furnished (probably better they went to Berkman rather than a consulting house like McKinsey or PWC), one less potential avenue for Congressional mischief, NTIA can focus on other lines of attack instead.
