[NCUC-DISCUSS] 2016 NomCom April-June report card and follow up work

NomCom staff have now posted the report card for the April-June period which includes the interviews and selection process conducted in Helsinki  https://www.icann.org/en/system/files/files/nomcom-report-card-06jul16-en.pdf <https://www.icann.org/en/system/files/files/nomcom-report-card-06jul16-en.pdf>.  ICANN Legal is doing its usual due diligence procedure, and then the selectees will be announced sometime in August/September.  These will include 3 members of the Board, 2 ALAC members, 1 GNSO Council member, and 1 ccNSO Council member.  

As NomCom members are obliged to sign a non-disclosure agreement and there are other constraining norms, there’s unfortunately very little I can say regarding the substantive aspects of the process, e.g. the positions taken and the interactive decision making dynamics.  This is a bit frustrating, although in this case there are good reasons for confidentiality.  Nevertheless, one can look at the public info at www.icann.org/nomcom2016 and imagine some of the challenges and the responses involved.  

Regarding the procedural aspects, I was a bit frustrated by the tradition of starting every new NomCom from scratch with little institutional memory other than what’s in the heads of the returning and veteran members.  We thus spent the first few months reinventing wheels, crawling up learning curves, turning over rocks and asking why’s this like this, etc.  I’ve been assured that all this is normal and that in fact things are now much better than they were a few years ago. Nevertheless, further improvements are desirable, and as the report card indicates we’re looking to make headway on the multiple memory-related and other issues so that the 2017 committee can consider putting things in place more quickly during in the first quarter after Hyderabad.  We’ll have a call next week to get that started.
