Apologies, but I am not going to reply to any of your questions
directly. :)
I don't work in academia, although I do know a few people who do.
What I'd like to suggest is that it might be useful for you to get in
touch with the people in charge of the RIPE RACI program:
https://www.ripe.net/participate/ripe/raci
This is targeted toward the RIPE community - thus focused on Europe -
but RIPE is very Internet-focused and you may benefit from cooperation
with them. It might be worthwhile to attend an upcoming RIPE meeting,
but even if not you can surely share ideas and "cross-pollinate". :)
I know a few of the people involved with RACI, so if you want I can try
to make some introductions.
