I believe Amr has hit the nail on the head:

As a researcher and as an attorney, I've often found that background help in the form of drafting, in particular, saves a huge amount of time, with two provisos. First, that the individual or organization performing such services is effective and impartial in drafting the documents for review - a lack of substantive knowledge on their part can easily be remedied in the review phase. Second, that the consultant is strictly there for background, with no substantive input, and strictly subject to full review of all prepared documents  on the part of NCUC.
