[NCUC-DISCUSS] Final message from me as NCUC chair

Dear Rafik and all,
I would like to congratulate the whole group for their dedication to be the
voice of conscious in ICANN.
In commend Rafik's prompt responses and his guiding replies to my inquires
and comments that helped me better understand NCUC.
Wishing him the best for his endeavour.

Knowing in person half of the elected EC team, with no doubts NCUC will be
in trusted hands.
