[NCUC-DISCUSS] NCUC ELECTIONS 2015: one week left for nominations

You haven’t been told the whole story. The whole story is somewhat contentious. But let me try to tell it in a way that I hope doesn’t ruffle any feathers.

The registry (RySG) and registrar (RrSG) stakeholder groups don’t have constituencies at all. They are just one integrated Stakeholder Group. When the “new” GNSO voting structure was created around 2009, many noncommercial activists were hoping that we would have the same, simplified structure. We were told there would be a Noncommercial Stakeholder Group (NCSG) that would have the same number of seats on the Council as the Commercial Stakeholder Group (CSG). This was great because in the old, constituency-based model, the Commercial interests always had three times as many constituencies as we did and we always got outvoted and dominated by commercial trademark interests. As of 2009, NCSG and CSG were nominally equal, with 6 seats on the Council.

We thought it would make us stronger as a group if NCSG was integrated like RrSG and RySG. We would all participate in the same mailing lists, and vote in the same electorate rather than in separate silos. Every member’s vote would count the same. We also knew that it would be difficult to explain a complex structure to new people coming in to the space. We already had difficulty explaining the difference between NCUC and At Large, for example, and many people had asked us about this. Now we are constantly confusing people with “what is the difference between NCUC and NCSG?” and “what is the difference between NPOC and NCUC?” For newcomers this complex structure must be very burdensome.

There were some people however who wanted a constituency structure in NCSG. So we got a compromise. We got integrated voting for Council seats (which is a very good thing, because everyone’s vote counts the same and the SG as a whole can choose the best people and not just someone from their own constituency) but we also got separate constituency structures.
