Yes Bill. You keep going! Indeed Bill is a life force.
Thanks so much Ed for this history. Very very important to remember where NCUC has from. I believe there is alot that still needs to be done. I am confident though that NCUC will continue to be more stronger.

Peter,

 

I want to thank you personally and the rest of the EC for running such and open and transparent selection process while selecting the NomCom reprresentatiuve. We're a work in progress as a constituency but I'm gratified that all of you eventually stepped forward to ensure a fair and inclusive nominating and selection procedure. We certainly have more work to do in this area but your response to criticisms that were made were promptly responded to  and certainly bodes well for future years. Job well done guys. Thank you.

 

William Drake is the single most qualified candidate for this position and has been for the three and a half years I have been involved with the NCUC. It is to his credit that Bill answered the call to Chair the NCUC these past years when others decided not to. Ideally Bill should have been appointed to NomCom much earlier. It's a perfect place for his skill set and his personality.

 

When Bill assumed the Chair position of the EC three years ago, with myself, Norbert, Wilson, Carlosa and Tapani as his regional reps, the NCUC existed in name only. Our web site was a "temporary" site constructed 10 years earlier and was rarely updated. This list, the NCUC Discuss list, did not exist. There were no brochures, our meetings were dull affairs, the EC did little or nothing, there was no travel policy. The fact we have all ofd these today can be directly attributed to the determination, drive and leadership of Bill Drake. Thanks Bill for all you have done.

 

NomCom is a tough job. We are greatly outnumbered there. Still, I'm quite optimistic that the life force that is Bill Drake is going to equalise things for us a bit. Congratulations Bill for the selection and I look forward to the great candidates you'll be doing your best to select as ICANN transitions to a new era. Thanks for stepping up yet again and to be willing to do this rather arduous job.

As you have noted, as of 15th, August, we received two candidate SOIs from Remmy and Bill. Afterwards, with Remmy sent us a withdrawal of request, we then chose to appoint the only remaining candidate-Bill as the delegate representing NCUC in NomCom. Congratulations to Bill.

 

And we also thank Remmy for expressing interest in this selection. Hope see you do so in future around NCUC and ICANN community.

Dear Bill,

 

This email is sent on behalf of the 2016 Nominating Committee (NomCom) Chair, still to be appointed by the ICANN Board of Directors and ask that the stakeholder groups and constituencies of the Generic Names Supporting Organization (GNSO) select a delegates to join the 2016 NomCom. Brenden Kuerbis (NCUC delegate) served on the 2014 and 2015 NomComs and is not eligible to serve another term. 

 

The composition of the NomCom is outlined in Article VII, Section 2. Composition of ICANN’s Bylaws: (http://www.icann.org/en/about/governance/bylaws#VII)

 

“Section 2. COMPOSITION

The Nominating Committee shall be composed of the following persons:

1. A non-voting Chair, appointed by the ICANN Board;

2. A non-voting Chair-Elect, appointed by the ICANN Board as a non-voting advisor;

3. A non-voting liaison appointed by the ICANN Root Server System Advisory Committee established by Article XI of these Bylaws;

4. A non-voting liaison appointed by the ICANN Security and Stability Advisory Committee established by Article XI of these Bylaws;

5. A non-voting liaison appointed by the Governmental Advisory Committee;

6. Subject to the provisions of the Transition Article of these Bylaws, five voting delegates selected by the At-Large Advisory Committee established by Article XI of these Bylaws;

7. Voting delegates to the Nominating Committee shall be selected from the Generic Names Supporting Organization, established by Article X of these Bylaws, as follows:

a. One delegate from the Registries Stakeholder Group;

b. One delegate from the Registrars Stakeholder Group;

c. Two delegates from the Business Constituency, one representing small business users and one representing large business users;

d. One delegate from the Internet Service Providers Constituency;

e. One delegate from the Intellectual Property Constituency; and

f. One delegate from consumer and civil society groups, selected by the Non-Commercial Users Constituency.

8. One voting delegate each selected by the following entities:

a. The Council of the Country Code Names Supporting Organization established by Article IX of these Bylaws;

b. The Council of the Address Supporting Organization established by Article VIII of these Bylaws; and

c. The Internet Engineering Task Force.

9. A non-voting Associate Chair, who may be appointed by the Chair, at his or her sole discretion, to serve during all or part of the term of the Chair. The Associate Chair may not be a person who is otherwise a member of the same Nominating Committee. The Associate Chair shall assist the Chair in carrying out the duties of the Chair, but shall not serve, temporarily or otherwise, in the place of the Chair.”

 

We would be grateful if you could make your selection as soon as possible, but no later than Friday, 21 August 2015.

 

We hope service on the NomCom will be interesting and rewarding.  The 2016 NomCom will select 3 Directors of the ICANN Board, 2 members of the ALAC, 1 member of the GNSO Council, and 1 member of the ccNSO Council. 

 

All 2016 NomCom members should be able to attend the first formal meeting of the 2016 NomCom in Dublin, Ireland which is anticipated to be held at the conclusion of the ICANN 54 meeting, 18 – 22 October 2015. Travel and hotel accommodation will be provided.

 

Please note the following as you select and appoint your delegate to the 2016 NomCom: 

 


	Specific criteria for selecting a delegate to the NomCom is provided in Article VII, Section 4 of ICANN’s Bylaws (http://www.icann.org/en/about/governance/bylaws#VII)


 

 “Section 4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATES

Delegates to the ICANN Nominating Committee shall be:

1. Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making;

2. Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN;

3. Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities;

4. Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities;

5. Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and

6. Persons who are able to work and communicate in written and spoken English.”

 


	NomCom delegates should have a high level network of contacts essential to candidate recruitment (and we hope the NCUC) - as sending entity will support your delegate and help them with outreach).



	Eligibility Exception - No person who is an employee of or paid consultant to ICANN (including the Ombudsman) shall simultaneously serve in any of the Nominating Committee positions as described in Article VII, Section 2 of ICANN’s Bylaws (https://www.icann.org/resources/pages/bylaws-2012-02-25-en#VII-2).



	The person should be able to join monthly teleconferences (typically 13:00 or 14:00 UTC).  Note that the committee's workload will increase significantly during Apr/May/June 2016 when the candidate assessment process will be at its busiest. Conference calls are held more frequently (typically weekly) during this time as well.



	The person must be able to attend the NomCom selection meeting in late June 2016. 



	The person should be willing to work in a large, consensus-oriented committee.


 

The NomCom have guideline and procedure documents for reference that provide additional information about the work of the NomCom.

 

Please consider geographic diversity of the NomCom when making your selection of delegate.
