Hi Remmy,
Personally, considering the greater diversity in NCUC’s membership (relative to other groups within ICANN), I believe that regional diversity should always be a priority for this constituency. This should not be limited to leadership positions and other constituency selection processes, but also in participation in GNSO working groups where regional (such as African) participation is most important. How can we achieve African representation in our policy positions without African interests being presented as part of the discussions by those they affect the most?
Having said that…, I’m not in favour of your proposal to have rotational selection based on regions. NCUC has only one appointee to the NomCom, and this appointment is too important to forgo appointing the most appropriate individual in favour of other criteria, no matter how laudable the reasons may be.
I will note that there has been an African representing the NCUC on the NomCom immediately prior to our current NomCom representative. Furthermore, the NCUC has regionally elected officers to the NCUC executive committee (EC), for which we have elections every year. In addition, the NCUC EC, not too long ago, selected an African member as the beneficiary of the NCUC travel policy. In this respect, I believe (and please correct me if I am mistaken) we are unique in the GNSO. I don’t think it is just to say that Africa has been under-represented by our constituency.
What I would personally like to see is our future regional EC members (including from Africa) do a better job at fulfilling some of their duties as per the NCUC bylaws (check section IV/D/4 of the NCUC bylaws at http://www.ncuc.org/governance/bylaws/):

Regional Representatives must provide a reply to all such requests from the Policy Committee.
Although the bylaws are not as updated as they should be, that doesn’t change the sentiment regarding what elected regional EC members should be doing for members from their respective regions. Instead of suggesting regional rotation rules for NomCom appointees, maybe what we should be doing is focusing more on how our diverse membership could engage more effectively from the bottom-up in a process where the bottom layer is the most crucial.
