[NCUC-DISCUSS] Revised Travel Support Policy

The travel support policy has been revised and updated in an effort to clarify some elements and establish formalized processes for things we’ve always done on ad hoc basis, e.g. providing small bits of support for people to participate in ICANN-related events other than the three regular ICANN meetings.  The new version is now up at http://www.ncuc.org/governance/travel-policy/
