[NCUC-DISCUSS] Announcement: New NCUC Travel Support Policy

It's good I am not the first person to say this. Dorothy has properly
captured what I had in mind. [1]. I am sure it will not be difficult to
know if a member participate in PDP or not without making attention virtual
meeting compulsory.
