[NCUC-DISCUSS] Fwd: Meeting EMC and next steps

The board was not mentioned until recently. It is basically the chair and
co-chairs of the meeting and I am not sure, but I think the chairs of EMC
and HLMC are also part of it, or at least are present in the meetings.
