Not in the slightest. The statement says very clearly what it is: NCSG members who have a shared position. It contains a list of endorsing members, which would be unnecessary if the NCSG as NCSG were endorsing it. The clearly indicates that it is supported only by the members who have signed. I really don't understand your objection, but would happily add the modification that was suggested:

"While this is a collaborative effort of several members of the NCSG, it does not represent an official statement of the group at large."

On reason this kind of disclaimer was not added to begin with was that I assumed that supporters of the other position would get their act together and develop their own statement.

Have you read the comments? Many of them ARE hysterical, and assert without the slightest trace of irony or evidence that the entire world of YYY will be "taken over," "dominated" "Controlled" if someone registers the name YYY as a TLD. Funny, I don't see you objecting to that kind of strong language when it supports the other position.

> would it be impolite to ask that the title be changed and the content

Do you want to add your name as an endorser?
If not, it is indeed impolite for you to ask for any substantive changes in the document.
File your own statement if you disagree with this one.
