Indeed you don't apply as representative of a constituency, you apply
as individual. There is a website with all of information needed as
well the link of the online form. The fellowship program is well
structured and the selection is made by an ad-hoc committee. You must
start from this site:
http://www.icann.org/en/about/participate/fellowships
In relation to your currently engagement with ICANN structure as
NCSG/NPOC member you will find a place in the application form where
you inform your affiliation. I encourage you to start to explore the
fellowship page as earlier as possible to better fill in the
application form.
