Hi Oliver:
To apply for an ICANN fellowship you will need to do the following:
1. Go to
https://forms.icann.org/fellowship/applications/icann47/login.php
2. Create a login
3. Complete the required fields
4. Obtain a letter of support
5. Photocopy your passport first page
6. List two references
