Hi Mary,

Thanks for that clear and comprehensive note. It fully reflects my personal
understanding of NPOC's position except for temporary reservation. That
said, we must join the NCSG consensus, as Avri has just explained to me -
silence is agreement as per our Charter. I do not recall the NCSG-PC
meeting but it was probably for me to miss.
