Criminal SOPA/PIPA Dilemma to Education

Seeking a better understanding on implications to education, worldwide.
Wondering if or whom to thereafter blame for "Global Education Crisis"?
Consider a student research paper published at their university website.
To avoid plagiarism, the paper included domain names sources links.
Domain names happen to be protected trademarks - thanks to IP folks.
Simply pointing to the research/study sources criminalises education
Universities, high schools/other educational institution sites shut down.
To avoid which every student MUST NEVER cite their online sources.
But then all such students could still be sued for plagiarism, yes/no?
To be safe: *all* educationists must avoid Internet domains names.
*Background:*
a) A registered trademark provides *prima facie* evidence of ownership and
exclusive rights
b) The "Internet community" discard http://www.ietf.org/rfc/rfc1591.txt in
2009?
4. Rights to Names
1) Names and Trademarks
In case of a dispute between domain name registrants as to the
rights to a particular name, the registration authority shall have
no role or responsibility other than to provide the contact
information to both parties.
The registration of a domain name does not have any Trademark
status. It is up to the requestor to be sure he is not violating
anyone else's Trademark.
