Hi Bill,
Another possibility is that the 2 NCSG-PC appointees from the NCUC, whether appointed or elected, can serve the function for the constituency.
In any case, reading this charter looks like it has not been changed in a long time. I thought that the Constituency went through a charter update around the time of the GNSO restructuring, and had added individual membership.
In any case, this version of the charter looks like it might need a fair amount of work to both bring it it correspondence to the NCSG charter and current NCUC practice. E.g noticed that the charter (IX.A) required NCUC to have 3 email lists, Discuss, Announce and EC.
