Well NCPH is a relatively new term at ICANN coming from the "GNSO reform" efforts.  The GNSO lives in 2 "houses" now.  NCPH is the Non-Contracted Parties House.  This includes the Non-Commercial Stakeholder Group and the Commercial Stakeholders (IPR, BC, ISP).

The Contracted Parties House (CPH) includes the Registries and the Registrars.  I'm not sure just what they have contracted, but we should be careful and stay clear so we don't contract it ourselves.  ;-)  JK
