Hi,

At the risk of causing confusion in the ongoing charter vote, I figured it was time to update the membership in preparation of the elections that need to take place in September.

To remind people of the steps/dates:

People may remember that for our charter to be fully instantiated, it must be approved by the membership after it receives Board approval since it has changed since the NCSG last approved it.

We are in this process now.
The active and inactive lists used for the charter ballot have been moved to:

https://community.icann.org/display/gnsononcomstake/Inactive+members+as+of+August+2011+Charter+Ballot

The charter vote is scheduled to end on 26 August. So please find your ballots and send them in, if you haven't already done so.

This is ongoing in the EC. Rosemary Sinclair, the vice-chair of the EC is responsible for this process.

This is the election for which I am now updating the Active and inactive members list.

These steps do not necessarily all be done sequentially, though I beleive the first step, NCSG approval of the charter need to be completed as the first step. I would like to combine the final two steps into a single election.

In support of that goal I proposed the following.

Actually completed on 28 July

Actually begun on 2 August

Scheduled

I propose 12 September for this milestone. At that point since the election of a new chair will not be complete, the EC will need to elect an interim chair, as defined in the charter, to hold office until the Annual Meeting begins.

Note according to the charter, in order to be qualified to vote in an election or any other matter, a member needs to be active as of 30 days before the election starts.

>>> 4.5 Member Voting Eligibility:

>>> Any NCSG active Member who has been an active member for at least thirty (30) days before the date of the election is eligible to nominate candidates, vote in NCSG elections, and propose amendments to the NCSG Charter.

There is a two week gap here. There was a request by Amber Sterling to delay the start of the election by one week. Given the state of the new membership approval process, subject to EC oversight and agreement, I will push the start off by one week to 26 September with a termination date of 14 October.

New dates

26 September - elections Begin
14 October - elections End

The newly elected council members take their seats at the end of that meeting. Although for election purposes of a new GNSO Council chair, it is possible that they will take their seats during the meeting In this case they might be required to vote on the new GNSO Chair. Even of they are not attending the meeting, this can be done remotely. I am not yet certain how the GNSO Chair election is going to work.
