It is, in fact, either-or. For better or worse you do have to make the choice.
Constituencies are inherently silo-like structures which are afforded mutually exclusive forms of representation and guaranteed seats. If you have constituencies, you fragment the NCSG into competing groups; you can't have an integrated voting structure for NCSG and you can't have interest groups.
That's just the way it is.
