Bill, I confide in what you said earlier and also agree that we should
first start or participate in the discussion before actually
influencing its outcome. We are pretty much sure on our concern about
pricing and in particularly with respect to developing countries and
regions and that one model does not fit all. Like I shared on various
occasions that even the global policy making is tending to take a
shift towards the UN Human Development Index

If we take a look at the developing region, the interests of internet
users whom I represent comes under the 3rd heading of medium developed
and the highly developed category only applies to 38 developed
countries. Many multilateral and bilateral pricing structure/trading
negotiations take place according to this index and it should be used
by ICANN by all means to determine pricing structures.
