draft survey questions for NCUC members

I suppose we could do that, though there might also be an argument for
distributing it by midweek before Seoul so that we can have some initial
results about who the community is and what they want, to discuss on
constituency day. In an ideal world, I should have done this a month ago..
Alternatively I can just do the survey with my own questions if people don't
have time to provide input, then maybe regular membership surveys can be
done at half-year intervals or something?
