Draft of our letter to the Board

Incorporation of a few more edits from people into the attached  
document and I also listed all of the names of the NCUC members to  
letter.   Please let me know if you do not wish for your name to be  
listed on this letter in the next 24 hours.

We may also want to consider sign-on from other civil society groups  
who are not members of NCUC (for example, the Internet Governance  
Caucus).  Thoughts?

feedback, and text.
