I have received the following email from Iliya in relation to his group's
exclusion from the Sofia meeting. The letter from Paul Twomey confirms that
ICANN has partly organised the event, and that it will discuss the Bulgarian
implementation of IDNs (though does also emphasize that the implementation
of IDNs is the subject of an ICANN process).

It had come to our attention that you were unable to reach our website
due to SSL certificate issues.

My apologies for this, the reason is that the certificate that we have
enabled is not recognized by some web browsers as verifiable. Now we
have fixed it and the website is accessible with and without
certificate at http://www.uninet.bg/index.en.php

Could you please let your NCUC community know on my behalf that it is now
fixed?

Also I understand that you thought this might be a private event and
thus not under ICANN control. I think this is an affiliated meeting
under some ICANN control since Dr. Paul Twomey, in a recent response
to the Bulgarian National IT Agency`s request for IDN ccTLD
fast-track, suggested that this should be discussed "during a meeting
of all ccTLDs from the region which is being organized by ICANN in
cooperation with the Russian Coordination Centre and the Internet
Society of Bulgaria.". The letter is publicly available here:
