NCUC policy wish list?

I whole-heartedly second this suggestion from Milton.

Robin, a policy wish  list is a good topic for the 2:00 – 4:00 part of our 
meeting. I assume that  the “blue board” you attached is someone else’s wish 
list, it doesn’t look  like Christmas to me…. 
One quick suggestion  from me: 
-           Getting ICANN to  recognize freedom of expression as a “principle”
 fundamental to its mission  (just like “security and stability” and “
competition” are  now.
