Brainstorming on an answer to the gTLDs imbroglio...

Dear NCUC people,

I am tentatively proposing for discussion a new action approach to the
global TLDs issue, regarding creation/delegation/redelegation of g/sTLDs:

- An immediate moratorium should be declared on the
creation/delegation/redelegation of g/sTLDs.

- A pluralist Working Group on Global Domain Names Governance, similar
to the WGIG but truly autonomous, independent of any international
organization or the ICANN system should be immediately established.

- Facilitation for the creation of this WG could be carried out by a
group of five experts indicated (one each) by ICANN, the UN, the
academic community, non-profit civil society organizations and business
associations.

- The WG, after extensive consultations with stakeholders, should
produce a report with detailed recommendations on the criteria and
methods for the creation, delegation and redelegation of global TLDs.

- The WG report should be submitted to global public
discussions/consultations through all available media for a reasonable
period of time.

- On the basis of the results of the public consultation a final version
of the report should be delivered by the WG.

- The organism in charge of governance of the global logical
infrastructure (ICANN) should rigorously adopt the recommendations of
the WG report.

This would be an opportunity to submit the complex and problematic
issues regarding g/sTLDs to ample public discussion before ICANN
continues into its ever more confusing and unclear path of handling
global TLDs.
