Thanks, Veni. That's one idea for criteria.
But, for NCUC it may not be so simple.
Unless someone confirmed with you, we don't know
the total number for sure. We don't
(as you indicate) know the CS portion. We may not
feel a need to forward 10 recommendations, and
even if we do, following a strict formula based on
geography may not be what we choose to do
(e.g., we may choose to focus on identifying people
we believe will maximize effectiveness rather than
maximizing geographic representativeness).

Let's say the WG will consist of 20 people.
10 - from government (if CS is lucky and gets 50:50)
10 - from non-government
There are 5 regions, that meanst 2 people from every region. 1 - from
developed countries, 1 - from developing.
