constituency meeting in Kuala Lumpur

I've been waiting to hear from Carlos Afonso, who said he was
arriving around 1 pm. Normally we would meet 1:00 or so,
but I offered to delay it so he could attend. However, since he
has not replied I have proposed to the GNSO Secretariat that
we meet at 1:30.
