The first two issues are related with administration issues 
which nobody in the constituency cares and have responsibility for.

Therefore, for the practical reason, they were deleted. Even if
they are on the agenda, it is ambiguous at this current stage
who can be the right people or person to make a report or to 
initiate the discussion. 

If you have any further idea on this, it would be great.

Last suggested item can be added to the agnda under the condition
that there will be at least one NC member in the meeting or written 
report by the current NC which needs confirmation from the NC 
members.
