Uh, Jefsey, do you consider the current .org process,
in which EVERYONE who applied except ISOC is screaming
at ICANN for being unfair, including all the Euro applicants,
as an example of European "cool"?
Did you consider the new TLD wrangle of 2000, which
involved WHO and other "cool" European organizations
screaming at ICANN to be an exemplar of a good process?
The issue is not "subsidiarity" it is arbitrary beauty contests
vs some sane, predictable and rational process.

Keep cool ... ever heard about subsidiarity, respecting the duties of
others.
Anyway, if you like that approach .... :-) but please do not impose
it on
us.
There are probably 180 countries around, which would prefer to relax,
keep it simple and cheap, friendly, stable, innovative and secure.
Focusing on what you do with/through a network, rather than
fighting/competng over it.....
