There is an interesting question about that evaluation purporting to be 
from this constituency.

When did the constituency review and approve the assessment that was 
delivered on its behalf?

A simple citation to the public record of this process would be 
sufficient.  (I am assuming that this constituency is under the same sorts 
of requirements for transparency to which it holds ICANN.)
