Re:  the following are the NC resolutions to be voted by the members of the 
NC for Shanghai. 

Not exactly true.  Only paid-up members can vote.  The NCDNHC has not paid 
their dues, again, and is scheduled to forfeit their right to vote as of 
October 20.

Do you ever intend to address this issue?  How much more debt does the 
constituency intend to assume?  You made a commitment to help pay for the 
salaries and services of the DNSO Secretariat -- these are real people whose 
livelihood depends in part on this constituency honoring its obligations.  Is 
your commitment, your word, worth nothing?

Isn't it about time to post a list of all those organizations that are 
delinquent with respect to their dues?  Doesn't the AdCom have a 
responsibility to deal with this matter?  ...or perhaps you are expecting the 
Council to merely waive a magic wand and make all your debt disappear?  At 
the very least, you need to demonstrate your resolve to deal with the issue 
if you expect any type of further clemency from the Council.  

It's time to start handling this issue responsibly.  What action does the 
AdCom plan to take?
